First, What Is a COLA Increase?
A Cost-of-Living Adjustment (COLA) is an annual increase designed to help benefits keep pace with inflation and rising costs. Veterans receiving disability compensation are already familiar with the process – even if they may not realize it.
Historically, VA compensation rates have increased over time alongside annual COLA adjustments.
So, Why Is This Legislation Getting Attention?
The recent discussion around the Veterans Compensation COLA Act has created some confusion due to headlines making it sound like a new benefit or additional compensation has been introduced.
According to Pavisian, that isn’t exactly what’s happening.
Instead, the legislation serves more of an administrative measure that aligns VA compensation increases with COLA determinations already established through Social Security.
Rather than requiring separate resources for the VA to determine and administer a different adjustment structure, Social Security’s COLA determination will be used as the basis for both systems.
In other words: Veterans were already receiving annual cost-of-living increases.
This legislation helps formalize the process – not create a new category of benefits.
